In India, names are based on a variety of system and naming convention. Confusion and complication arise while filling official forms. In India if compulsory name format will be implemented then it will resolve many document error in our identity proof.

Introduction:


“One Nation, One Person, One Name”. This sentence made “YouAware” surprise when we heard this from Mr.Golak Chandra Mishra, the founder of Dinbandhu Foundation, who has done a cycle riding campaign from Ahmedabad to Delhi on demand of compulsory name format across all the states in all over India. Out of curiosity “YouAware” wanted to hear from Mr. Golak regarding the purpose behind this campaign and why he is demanding a compulsory name format across all the states in India. After knowing all the valid reasons and the selfless purpose of this campaign for the benefits of common man like you and me, “YouAware” thought to aware people about this campaign.

Naming Complexity in India:


We are in 21st digital century where we want a very smooth life with less complication. But in India one biggest complexity we face is the “naming complexity”. In India names are based on a variety of system and naming convention, which may vary from region to region. Names are also influenced by religion, cast and may come from epics. Confusion and complication arise when we are asked to fill in various official forms in our country with first name, middle name, last name, and surname. And the people whose name has initials, it not only put them in trouble for their “identity proof” but also for many official, legal and financial complications.


Region Wise Naming Convention in India:


People in different parts of India have different naming conventions. Each region, caste, community, family has its own conventions. In Northern India, a person’s name has very often two parts, the first is his/her personal name, and the second is the family name. In Western India, a person has three names. The first one identifies the individual, the second one is the father’s name and the third is the family name. Similarly in South India, a person has four names. The first denotes the village of origin, the second is father’s name, third is the person’s given name and the fourth signifies caste.


Let’s have a look on the different naming convention in different regions of India:


For Ex.In Tamil Nadu, names follow this pattern: Initial (Village Name), Initial (Father’s Name), given name and caste Name. For ex. E. V. Ramasamy Naicker, where E stands for Erode (Village Name), V stands father’s name, Ramasamy is the original name and Naicker is the caste name. There is also a general custom for Tamil women to adopt their husband’s given name as their second name. Sunitha Saravanan (Sunitha daughter of Saravanan) might change her name Sunitha Ram Kumar(Sunitha wife of Ram Kumar). However these customs vary from family to family.The family names of Telugu precede the given name and are mostly abbreviated. For example,the name KambhamaNagarjun Rao would be abbreviated as K.N.Rao.

In the western state, like Gujarat and Maharashtra, father’s given name is also added to child’s name. For example, Jigar, son of Manohar, belonging to joshi family would be called Jigar Manohar Joshi or Jigar M.Joshi. Interestingly the family name can be traced back to the early Aryan and Dravidian tribal settlers created to demarcate professions and divisions.

Compulsory Name Format:


By looking at all the problems, Dinbandhu Foundation has made a humble request to Indian Government and all state government to address this problem and implement a compulsory name format in all states, Union territories and in all Government and Non-Government documents. So that departments or institutions will not have their own authority to write our name in their own idea. If a compulsory and strict format of our name, father’s name, Mob. No and Date of Birth has been set in all documents then all Government, Non-Government and Private Institutions will compulsory follow this format. And also we can easily found our uniform name in all the departments. We don’t have to stand in long line in Government office for rectifying the mistake made with our name in any official paper.


Note: In this Digital India, the compulsory name format can help so many departments for their daily routine work. As all states have different documents format due to lack of general common format, we are facing so many problems in various times, when our documents are used in other states for Bank Loan, Land Purchase, Electric connection admission and many more.


Let’s have a look on different official entry in India.

Name format in PAN Card:


  • A PAN Card cannot have any name (first name, middle name or family name) exceeding 25 characters. There are 25 boxes for each name in the printed form.

  • Abbreviations cannot be used in the First and the Last name/Surname.

  • For ex.if the applicant has the name “K. C. Maheshwari, then ‘K’ as first name will not be allowed.

Name Format in Passport:


  • No initials should be written and all initials (if any) in the applicant’s name should be expanded. For instance, for the name used above, writing the Given Name as “P.K.JAIN” or “PIYUSH K JAIN” is not correct.

  • Surname could have two words like Roy Choudhary or Das Gupta.

Name Format in Aadhar:


Aadhar takes the name with initials. All it requires is proof of identity which can be any of the documents such as passport, PAN Card, Voter ID, Driving License, Ration Card, Kissan Photo Passbook or any other official documents.


Practical problems faced by common people while filing documents with name initials.

1. One person name is N S Amit Kumar. This name is everywhere in all his documents including AADHAR card, 10th Certificate,12th Certificate, B tech certificate, Driving license and voter id cards. But while applying for pan card it is not accepting the name in any way. Now days for opening a bank account you should have the same name in AADHAR and PAN card. If anyone will change the name in pan card he will not be able to open a bank account with any other different name.

2. Similarly one person name is S Vishal Keshav and it is so mentioned in all his documents like 10th, 12th, B.Tech, AADHAR and bank account. But he is facing the problem in filing PAN form and Indian Passport. In his name “S “means “Sridhar” which is his father’s name. Vishal Keshav is his given name.

3. As per AADHAR, UAN (PF Site), Driving License, Bank Account the individual person name is SHASHANK S. But the PAN Card Database name is SUBHASH SHASHANK. Now he is unable to verify his PAN details in UAN due to mismatch in name in PAN card and UAN. When he tried to update PAN name as SHASHANK SUBASH in online, his eKYC is failing as the name on AADHAR is SHASHANK S.


Likewise, many people in India face problem in applying PAN, Passport and other official documents due to different naming format in each documents and different naming convention in each region of India. Now days, south Indian parents in urban India, prefer short names for their children as they found difficulties in going abroad with the name initials. The expansion of initials given in the passport in place of surname poses problem outside India. In the English language naming convention, first name, surname and sometimes a middle name are used. However, eastern, northern and some parts of western seemed to adapt more easily to the English language naming convention.

Note: For this loose point in the naming format many people take advantage of this and produce so many illegal or double documents. With this double document many illegal work has been done in our country and the most viral one’s are the identity theft, duplicate identity and multiple identity.

It sounds very odd when someone calls us by wrong pronunciation of our name. And we also react when we find any spelling mistake in our name. Suppose your name is Santosh but someone writes Santos. Then we counter and try to first rectify the spelling mistake in our name. But Are we so serious when the same mistake happens in any official document? Have we ever verified that our names, our parent name, DOB are maintained correctly in every official document? And have we ever realized that how much problem we have to face in issuing passport when our name mismatches in our identity proof? Now it is the right time to stress on “Compulsory Name Format” which not only will remove unnecessary complexities by rectifying the document mistakes but also will help in proper individual identification.


Finally, if we want to really clean India then we must first clean and clear our document complexities/mistakes with the help of “compulsory naming format in all state in all over India “and save ourselves from the multiple crimes such as identity theft, duplicate identity and multiple identities.

Yes, it is very essential to unify the naming format by Govt of India. Even I am facing the very same issue and considering a name change process legally.

You're absolutely right share this article page to our prime minister Narendra Modi, finance minister nirmala sitaraman and chief justice of supreme court chandrachud and so they can make a proper resolution for this issue and the 5th digit or character of pan card card should be the first letter of first name for individual applicants it shouldn't have been the first letter of last name for individual applicants try to forward these things to the important people in India or atleast share these issues to some advocates in India who can file some law suits to fix these issues in india
